Holidays which fall on a Saturday will be observed on Friday and those that fall on a Sunday will be observed on Monday, unless the holiday is legally observed on a Monday; with the exception of New Year’s Day which shall be observed on the Monday following New Year’s Day where New Year’s Day falls on a Saturday or Sunday.
